Lawmakers Propose Amending Crypto Market Structure Bill Before Markup
US lawmakers on the House Financial Services Committee will hold a markup hearing to consider amendments to the Digital Asset Market Clarity Act of 2025, known as the CLARITY Act. An amendment proposed by committee chair French Hill aims to exempt certain non-controlling blockchain developers from being classified as money transmitters, thus avoiding registration requirements. This provision is linked to the Blockchain Regulatory Certainty Act, supported by Representative Tom Emmer and a bipartisan group. The hearing will discuss potential amendments before sending the bill to the full chamber. In the Senate, lawmakers are preparing to vote on the GENIUS Act, which regulates payment stablecoins. Bipartisan support exists for both bills, although Representative Maxine Waters has expressed opposition to the CLARITY Act, citing concerns over its implications. Representative Ritchie Torres, a co-sponsor of both acts, has indicated support for the market structure bill.
