Issuers can set which holders are eligible, assign authorized seizure roles, pause the operation and restrict recipients. The seizeWithMemo function transfers tokens to another address while bypassing ordinary transfer policies and allowances, without changing total supply. Seizure is distinct from burning: reassignment keeps tokens in circulation, while a separate authorized burn can destroy them. The upgrade also deprecates, but retains, B20’s existing burnBlocked function.
