France advances stablecoin tax, eyes self-custodial wallets and exit tax proposals

Summary

France’s National Assembly narrowly approved Amendment I-3898 by 38 votes to 37, with 25 abstentions. If enacted in the 2027 Finance Bill, it would make certain crypto-to-stablecoin swaps taxable, calculating gains from the asset’s acquisition cost and weighted average purchase price even when no fiat is received. Lawmakers rejected a proposal to carry crypto losses forward for 10 years. Other proposals still under consideration would extend exit tax to some unrealized crypto gains for taxpayers moving abroad and require declarations of self-custodied wallets worth over €100,000.
