Galaxy lowers CLARITY Act odds to 10%
Galaxy Digital cut its estimate of the CLARITY Act passing in 2026 to 10%, citing unresolved political disputes and a very narrow Senate window. The Senate is set to return Sept. 14, and Galaxy says the bill would need to move almost immediately and consume most of the limited working time to pass. Remaining obstacles include ethics rules for officials’ crypto involvement and banking industry opposition to stablecoin yield provisions. Galaxy had already reduced its odds multiple times this year, from 75% in May to 60% in June and then 50% later in June. The CLARITY Act would create the first US digital-asset regulatory framework, but it has drawn criticism from Democrats and banks over allowing crypto firms to offer stablecoin yields under lighter rules than banks.
