Hong Kong Launches Post-Quantum Preparation Toolkit for Banks

Summary

The Hong Kong Monetary Authority and Hong Kong University of Science and Technology announced a toolkit on November 2 to help banks assess their exposure to cryptographic systems that may need post-quantum upgrades. The initiative supports preparation and migration planning; it does not mean quantum computers have broken banking or cryptocurrency encryption, or that systems are now quantum-secure. Banks can use the toolkit to map cryptographic dependencies, prioritise sensitive data and plan upgrades that may take years. The announcement also does not indicate that Bitcoin private keys are routinely being cracked. Future signs of progress include institutional migration road maps, procurement changes and testing post-quantum authentication.
