Russia finalizes crypto trading rules ahead of Nov. 17 rollout

Summary

Russia’s central bank finalized rules allowing retail investors to buy Bitcoin, Ether and USDT through regulated intermediaries from Nov. 17. Non-qualified investors are capped at 300,000 rubles per year per intermediary, while qualified investors face no purchase limit; everyone must pass a test. The rules follow legislation creating a central-bank-supervised crypto market. Sberbank has received approval to offer exchange services, and Moscow Exchange plans pilot trading in the three assets from Dec. 1. Russia is also restricting activity outside regulated platforms: peer-to-peer crypto trading is set to be prohibited from July 1, 2027, transfers from regulated accounts to self-custody wallets are already banned, and crypto remains barred as payment for goods and services.
