US Senate has 4 days to save CLARITY Act as odds fall to 30% – Galaxy Digital says
Galaxy Digital cut the odds of Senate passage for the CLARITY Act this year to 30%, saying lawmakers effectively have until July 30 to secure a deal before the August recess leaves too little time for floor action. The updated 616-page bill merges committee versions and adds ethics rules, anti-fraud and illicit-finance measures, stronger CFTC and custody requirements, and changes to stablecoin oversight. But seven Democrats in talks said it still “falls short,” keeping 60 votes out of reach. Galaxy expects roughly 50 reliable Republican votes, with Hawley and Paul opposed and McConnell uncertain. Crypto groups are urging Senate leaders to bring the bill to the floor anyway, and the Fraternal Order of Police has endorsed the revised text. The key question is whether leadership starts floor proceedings now or waits for more negotiations.
