US Senate to vote on advancing CLARITY Act in September after Thune files cloture
Senate Majority Leader John Thune has filed cloture to bring the Digital Asset Market Clarity Act, or CLARITY Act, to the Senate floor for consideration. The procedural vote is expected after the Senate returns on Sept. 15 and will require 60 votes, so Republican leaders will need some Democratic support. The move advances the crypto market structure bill after negotiations stalled before the August recess over ethics rules and stablecoin reward provisions. The CLARITY Act would create a federal framework for digital assets, define when crypto falls under securities or commodities law, and split oversight between the SEC and CFTC. Cloture would only allow debate on the bill, not guarantee final passage. Lawmakers are also discussing a bipartisan ethics addendum to address concerns about government officials’ crypto ties, including President Donald Trump’s financial interests.
