CLARITY Act vanishes from Monday’s Senate schedule, triggering 72-hour countdown to save it before recess
The Senate’s Monday floor plan does not include the CLARITY Act. The only scheduled roll-call vote is cloture on a motion to proceed to H.R. 6500, a continuing-resolution vehicle. The cloture ledger also shows no filing for H.R. 3633 or the Digital Asset Market Clarity Act, leaving no public floor path for the crypto market-structure bill before the Aug. 10 recess period. Under normal Rule XXII, ordinary cloture needs 16 signatures and can lead to a vote two days later; if invoked, up to 30 hours of debate can follow before voting to proceed. Leaders could move faster with a special bipartisan petition or unanimous consent. The vehicle remains unresolved: H.R. 3633 is the House-passed CLARITY Act, but it is unclear whether the Senate would use that bill, an amendment, or another vehicle. Support is also unsettled, with several Democratic negotiators saying the draft is not ready and Elizabeth Warren opposing it.
