Hong Kong's Central Bank Starts Regulatory Sandbox for Stablecoin Issuers
The Hong Kong Monetary Authority (HKMA) has launched a regulatory sandbox for potential stablecoin issuers. This initiative allows for the development and testing of operations without penalties, offering regulatory flexibility. It aligns with Hong Kong's strategy to regulate fiat-backed stablecoins, which are cryptocurrencies tied to the value of sovereign currencies. Applicants must have a genuine interest in developing a stablecoin issuance business in Hong Kong and a reasonable business plan. The proposed operations will be conducted within a limited scope and in a risk-controllable manner. This move follows the regulators' call for public opinions on its regulatory proposals for stablecoins in December, which included a licensing requirement for issuers to operate in Hong Kong.
