How Optimism’s draft manual silently strips tokenholder elections
The Optimism Foundation has proposed letting the elected Security Council Lead nominate council members, replacing elections for each seat. Tokenholders would retain the power to veto an individual nominee within a one-week window, requiring 20% of active delegated OP voting power, and could remove the Lead through a separate vote. The proposal sets independence, conflict-of-interest, geographic and disclosure requirements for candidates and the council. Existing signers would remain until replacements are confirmed. The Council participates in protocol upgrades and emergency responses, so its selection has security implications. Ratification would precede a Lead election; as of Oct. 25, the revised manual remained a draft. A separate proposed Optimism–Unichain interoperability project is still subject to technical readiness and governance approval.
