Russian president signs crypto law, core rules take effect in 2026

Summary

Russia has enacted a law creating a regulated cryptocurrency market framework. The legislation, signed by President Vladimir Putin, sets rules for exchanges, brokers, custodians, and other crypto service providers, and requires exchange operators to meet regulatory standards and join a financial market self-regulatory organization. Retail investors may buy only approved crypto assets through intermediaries, with a yearly limit of 300,000 rubles per intermediary, while qualified investors can buy any cryptocurrency without that cap. The Bank of Russia will supervise the market, issue rules, and decide which assets licensed intermediaries may offer. Core provisions begin on Sept. 1, 2026, with some measures delayed until July 1, 2027. The law keeps the ban on using crypto for payments inside Russia.
