Pennsylvania Cracks Down on AI Data Centers as Backlash Grows
Pennsylvania Gov. Josh Shapiro signed an executive order tightening oversight of large AI data centers, especially those with peak electricity demand above 25 megawatts. Developers seeking streamlined state review must meet environmental, energy, workforce, and community requirements and secure local approvals. The order removes data centers from the state’s Permit Fast Track Program, bars state agencies from using nondisclosure agreements on these projects, and requires public reporting: a map of proposed facilities and annual energy and water-use reports starting in July 2027. It also directs state officials to push utility rules that make data centers pay certain grid costs and be first to face curtailment during some emergencies unless they secure enough power. Shapiro said the move aims to protect residents from higher utility bills and environmental harms amid growing backlash to AI infrastructure.
