France backs reporting for self-custodied crypto worth 100K euros or more
Summary
France’s National Assembly approved an amendment to the 2027 Finance Bill requiring taxpayers to report self-custodied crypto holdings worth at least €100,000 on Dec. 31. The vote was 150–44, with eight abstentions. Lawmakers rejected a proposal to exempt small crypto payments for goods and services from tax, and earlier rejected exit taxes on unrealized crypto gains when taxpayers move abroad. They also approved a separate proposal to tax gains from converting crypto into certain stablecoins. These measures must survive final budget negotiations to become law. Debate continues, with the Assembly’s first-reading deadline set for Nov. 17 and Senate debate scheduled to begin Nov. 20.
