Lawmakers targeted widespread scam use, especially against older adults, with reports showing most examined kiosk transactions in other jurisdictions were fraudulent. Hawaii residents filed 92 kiosk-related complaints in 2025, with $3.85 million in adjusted losses, and 826 crypto complaints overall totaling about $80 million. Officials said the machines are attractive to criminals because transactions are anonymous and hard to trace. Other states are also considering restrictions.
