Brazil's $319B Crypto Market Faces October Licensing Deadline: CertiK
Brazil is moving its large crypto market into formal regulation under Law 14,478/2022 and new Central Bank rules issued Nov. 10, 2025. Any VASP that trades, holds, or transfers crypto must seek authorization by Oct. 30, 2026 and submit an independent “reasonable assurance report” proving AML and sanctions controls work. Minimum capital ranges from about R$10.8 million to R$37.2 million, with onshore-office requirements and limits on offshore operations. Brazil is a major crypto hub: fifth globally in adoption, with $318.8 billion in on-chain value in the year to June 2025, and about 80% of volume moving through stablecoins, especially USDT. The rules are expected to push firms toward licensed, local operators and make compliance, security, and operational readiness central to market access.
