OCC head promises final GENIUS rules by November
Summary
The Office of the Comptroller of the Currency expects to finalize its rules for implementing the GENIUS Act by November. Jonathan Gould said the agency is reviewing industry feedback on its February proposal and aims to complete the rulemaking ahead of the law’s January 2027 effective date. He also said the OCC could begin processing stablecoin issuer applications in 2027. The GENIUS Act, signed in July 2025, creates a federal framework for payment stablecoins and requires rules from agencies including the OCC, Treasury, FDIC, and Federal Reserve. Some regulators have already issued draft rules and taken public comments, but final rules were still pending, leaving uncertainty for stablecoin issuers.
