Optimism new proposal weakens council power over standalone chains
Summary
An Optimism governance proposal would require at least 30 days’ public notice before a chain transfers upgrade control from the shared Security Council to an address chosen by its Chain Governor. The Foundation would validate and publish each request, including the chain’s identity and relevant contract addresses; the Security Council could execute the transfer only after the notice period and checks. No separate governance vote would be needed for each handover if it follows the approved policy. A chain would lose Standard Rollup status after the transfer, and its security would depend on the new upgrade key holder. The Charter amendment remains subject to governance acceptance and would require no smart-contract or node-software changes.
