Ethereum Foundation names 2 ‘must ship’ EIPs for Hegotá upgrade
The Ethereum Foundation has narrowed the Hegotá upgrade to two “must ship” proposals: EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions). The ranking covered 62 EIPs and reflects a unified Protocol cluster view for the first time. FOCIL is the consensus-layer priority and aims to improve censorship resistance by helping eligible transactions get included without depending on centralized block builders. Frame Transactions is the execution-layer priority and would add native account abstraction, enable a path toward post-quantum authentication, and support possible privacy-related protocol building blocks with companion proposals. The Foundation said these two proposals effectively define Hegotá, and the upgrade timeline should move if either one is delayed. Beyond them, 15 proposals were placed in A-tier, eight remain possible additions, seven were left below the line, and 28 were declined. Two items are still unranked pending data from the earlier Glamsterdam upgrade, with Hegotá implementation potentially starting in late 2026.
